Feedback requested on SPA Report from OEB

The OEB has published its Spending Pattern Analysis (SPA) Report, which explores how Ontario and international utilities spend under current rate-setting frameworks.

Prepared by Pacific Economics Group, the report explores causes, such as incentive structures and operational timelines, and describes potential improvements. It also highlights concerns around capitalization practices.

Stakeholders are invited to submit feedback by February 13, 2026.

Stakeholder feedback will help inform the development of the Next Generation Rate Framework and, if required, updates to the SPA report.
