OEB Releases Draft Final Versions of the VASH Report and Toolkit for Stakeholder Feedback

The OEB has issued a draft final version of the Vulnerability Assessment and System Hardening (VASH) Report for stakeholder comment. Alongside the report, the OEB has also released a draft final version of the VASH Toolkit which provides practical resources to help electricity distributors identify system components most vulnerable to extreme weather and assess hardening options using an objective benefit-cost framework.

Both documents reflect input received during stakeholder meetings and written feedback on the draft Vulnerability Assessment report issued on December 17, 2024.

Stakeholders are invited to submit written comments on the draft VASH Report and Toolkit by August 29, 2025. Submission instructions are outlined in Appendix A of the report.

The final VASH Report and Toolkit will be published in September 2025, following a review of stakeholder input.
