Demand Side Management Stakeholder Advisory Group (SAG)

The SAG provides input on natural gas conservation and energy efficiency projects.

In its November 15, 2022 Decision and Order, the OEB approved a new natural gas demand side management (DSM) plan for Enbridge Gas. As part of the OEB’s DSM Decision, it approved natural gas conservation and energy efficiency programming up to December 31, 2025. The DSM Decision also approved an updated DSM policy framework effective January 1, 2023. The OEB provided direction on its expectations for DSM programs beyond the recently approved 2023-2025 term, indicating that it expects Enbridge Gas’s next DSM Plan will result in meaningful reductions to annual natural gas sales volumes each year between 2026 and 2030, increasing from at least 0.6% in 2026, 0.8% in 2027 and 1.0% in each year from 2028 through 2030.

The OEB also indicated that a DSM Stakeholder Advisory Group (SAG) will be established. The SAG is chaired by OEB staff and includes representatives from Enbridge Gas, non-utility members, including independent technical experts, and observers. The SAG is expected to be in operation during the term of the 2023-2025 DSM Plan, up until Enbridge Gas files its next multi-year DSM plan application for consideration by OEB, which is expected sometime in mid-to-late 2024.

The SAG is tasked with providing input and recommendations related to natural gas conservation and energy efficiency projects, including input on the OEB's new natural gas conservation and energy efficiency potential study, as well to Enbridge Gas on the makeup of its next multi-year DSM plan. The SAG works collaboratively to provide expert input and recommendations on how Enbridge Gas’s next DSM plan can be modified and enhanced to achieve greater natural gas savings. Further, the OEB indicated that although not a requirement, gaining the agreement of the SAG should be considered a top priority for Enbridge Gas in order to allow for a more efficient and effective regulatory process related to its next DSM plan application.
