Dynamic Pricing Pilot for Non-RPP Class B Electricity Consumers

As requested by the Minister of Energy, in his letterof November 15, 2021, the OEB is working with the Independent Electricity System Operator to develop a plan to design and implement a dynamic electricity pricing pilot to assess the benefits for Class B consumers that don’t pay Regulated Price Plan (RPP) prices. Such non-RPP Class B consumers include mid-size commercial and light industrial consumers. This consultation will seek input from stakeholders on the design of pricing pilots that would best meet the needs of Class B consumers and the electricity system.
The OEB has done extensive work studying dynamic pricing plans for these consumers, including a 2019 staff research paper on alternative price designs. This work can be viewed in the Background section on the right side of this project page.

In collaboration with the Independent Electricity System Operator (IESO), the OEB has issued final application forms and accompanying guidance for the Non-RPP Class B Pilot Program.

The OEB has taken a major step forward in piloting dynamic electricity prices for Class B consumers which include mid-size commercial and light industrial consumers, not on the Regulated Price Plan (RPP). As part of a collaborative effort with the Independent Electricity System Operator, the OEB has issued draft application forms and accompanying guidance for the Non-RPP Class B Pilot Program.

The OEB has issued a Statement of Interest (SOI) form for the Non-Regulated Price Plan (RPP) Class B Pilot Program. The purpose of this SOI form is to provide the OEB with a preliminary understanding of who is interested in acting as a pilot proponent and the type of dynamic pricing models that proponents are thinking of testing. If you are interested in implementing a Non-RPP Class B Pilot, please send a completed SOI form to ClassB.pilot@oeb.ca by November 30, 2022.

On July 29, 2022, the Minister of Energy sent a letter to the OEB expressing support for the plan to work with the Independent Electricity System Operator to design and implement the pilots.

The OEB has issued a letter inviting interested parties to a stakeholder meeting on July 28, 2022, to discuss the development of a dynamic pricing pilot program for Class B consumers that are not eligible for the Regulated Price Plan.
