Dynamic Pricing Options for Non-RPP Class B Electricity Consumers
The OEB is developing potential optional price plans for Class B consumers that are not eligible for Regulated Price Plan prices.
On November 15, 2021, the Minister of Energy requested that the OEB collaborate with the Independent Electricity System Operator (IESO) to develop a plan to design and implement a dynamic electricity pricing pilot to assess the benefits for Class B consumers that are not eligible for Regulated Price Plan (RPP) prices. Such Non-RPP Class B consumers include mid-size commercial and light industrial businesses.
This initiative was originally envisioned to proceed as a pilot program, but no applications were received. The OEB is instead taking a consultation-based and research-driven approach that will result in a Price Design Report for the Ministry of Energy and Electrification. This work builds on a 2019 staff research paper on alternative price designs for collecting Global Adjustment charges from non-RPP Class B consumers. OEB shares summary Q&As and extends deadline for written feedback
The OEB has posted a summary Question and Answer (Q&A) document following the September 9, 2024, stakeholder consultation meeting. This document provides additional information to supplement the OEB’s presentation materials.
To account for this update, the OEB is extending the deadline for written comments on the proposed alternative opt-in price plans for non-RPP Class B consumers to October 10, 2024.

OEB proceeds with Dynamic Pricing Options for Non-RPP Class B Electricity Consumers
The OEB has done extensive work studying dynamic price plans for non-RPP Class B electricity consumers. Building on its 2019 staff paper and related consultations, OEB staff developed a consultation-focused and research-based approach to identifying alternative optional price plans for these consumers.
Following an analysis of Advanced Metering Infrastructure data as well as input from associations representing non-RPP Class B consumers, the OEB has identified two alternative opt-in price plans for this consumer group. The OEB invites stakeholders to a meeting in September to discuss the proposed optional price plans.

OEB provides update on Non-RPP Class B Pilot Program
The application process for the Class B Pilot Program began on October 6, 2022, and the deadline for submitting a final application was May 5, 2023. No draft nor final applications were received by the deadline. The OEB remains committed to exploring dynamic electricity pricing for Non-RPP Class B consumers. We are developing new options for assessing alternatives to the commodity pricing structure and expect to provide an update shortly.

The OEB has taken a major step forward in piloting dynamic electricity prices for Class B consumers which include mid-size commercial and light industrial consumers, not on the Regulated Price Plan (RPP). As part of a collaborative effort with the Independent Electricity System Operator, the OEB has issued draft application forms and accompanying guidance for the Non-RPP Class B Pilot Program.

OEB issues Statement of Interest Form for Non-RPP Class B Pilot Program
The OEB has issued a Statement of Interest (SOI) form for the Non-Regulated Price Plan (RPP) Class B Pilot Program. The purpose of this SOI form is to provide the OEB with a preliminary understanding of who is interested in acting as a pilot proponent and the type of dynamic pricing models that proponents are thinking of testing. If you are interested in implementing a Non-RPP Class B Pilot, please send a completed SOI form to ClassB.pilot@oeb.ca by November 30, 2022.

On July 29, 2022, the Minister of Energy sent a letter to the OEB expressing support for the plan to work with the Independent Electricity System Operator to design and implement the pilots.

The OEB has issued a letter inviting interested parties to a stakeholder meeting on July 28, 2022, to discuss the development of a dynamic pricing pilot program for Class B consumers that are not eligible for the Regulated Price Plan.
