Dynamic Pricing Options for Non-RPP Class B Electricity Consumers
The OEB is developing potential optional price plans for Class B consumers that are not eligible for Regulated Price Plan prices.
On November 15, 2021, the Minister of Energy requested that the OEB collaborate with the Independent Electricity System Operator (IESO) to develop a plan to design and implement a dynamic electricity pricing pilot to assess the benefits for Class B consumers that are not eligible for Regulated Price Plan (RPP) prices. Such Non-RPP Class B consumers include mid-size commercial and light industrial businesses.
This initiative was originally envisioned to proceed as a pilot program, but no applications were received. The OEB instead took a consultation-based and research-driven approach that resulted in a Price Design Report for the Ministry of Energy and Electrification. This work builds on a 2019 staff research paper on alternative price designs for collecting Global Adjustment charges from non-RPP Class B consumers. This work can be viewed in the Background section on the right side of this project page.
