Distribution Sector Resilience, Responsiveness & Cost Efficiency
In view of climate-related challenges, the Minister of Energy’s 2022 Letter of Direction (2022 Letter(External link)) asked the OEB for advice and proposals to improve distribution sector resilience, responsiveness, and cost efficiency (DRRCE). In response, the OEB published a report entitled Improving Distribution Sector Resilience, Responsiveness and Cost Efficiency(External link)- June 29, 2023 (the Report).
The Report outlines a number of actions to address vulnerabilities arising from severe weather events that may become more intense and frequent as a result of climate change; it also outlines options for enhancing cost efficiency within the distribution sector.
In the Minister’s Letter of Direction dated November 29, 2023 (2023 Letter(External link)), the OEB was asked to move ahead with the development and implementation of several Report recommendations. On March 27, 2024, the OEB issued a letter(External link) and detailed workplan (link) for each of these initiatives. More recently, on December 18, 2024, the OEB issued a letter(External link) providing an update on resiliency priorities outlined in the Report.

These initiatives aim to support electricity distributors in anticipating and responding to adverse weather while ensuring they continue to deliver value for customers.

Report published
01 Dec 2023The OEB has published its report to the minister, entitled, “Improving Distribution Sector Resilience, Responsiveness and Cost Efficiency(External link).” The report was prepared in response to the Minister of Energy’s Letter of Direction (October 2022)(External link) and submitted to the minister in June 2023. With input from sector stakeholders, the report outlines advice and proposals which reflect on current and anticipated future extreme weather impacts, best practices in climate change resilience, and options to enhance organizational capacity through efficiency measures.
The OEB will engage stakeholders on its plans and approaches to the development and implementation of the proposals identified in the 2023 Letter of Direction(External link) as a priority in the new year.

Report submitted
30 Jun 2023In response to the Minister of Energy’s Letter of Direction (October 2022), the OEB has submitted its report, entitled “Improving Distribution Sector Resilience, Responsiveness and Cost Efficiency(External link),” describing advice and proposals which reflect on current and anticipated future extreme weather impacts, best practices in climate change resilience, and options to enhance organizational capacity through efficiency measures. We are grateful to our stakeholders for their participation as we developed our advice, and welcome feedback and next steps from the Minister.

Consultation launched
