The OEB’s path to modernization includes developing a new and purposeful approach to stakeholder engagement. As we renew and expand upon our commitment to this improved engagement, we established the OEB Energy [X] Change in June 2021. Members will serve as key contributors to our future planning discussions and prioritization processes. This committee will be an integral part of the OEB's planning and an important vehicle for allowing us to leverage advice, input and feedback from executive stakeholders as the OEB continues on its journey towards modernization.
This step forward also aligns with our approach to implementing and operationalizing the OEB Stakeholder Engagement Framework. In the OEB’s Top Quartile Regulator Report, the research points to the primacy of deep and effective two-way communication with regulated entities, other stakeholders, and the public. Top tier regulators ensure that stakeholders are involved in the establishment of policy priorities, that the regulator’s thinking on policy issues is clearly explained, that performance goals are clearly articulated, and that results are transparent.
After inviting nominations from the sector to establish this committee, members were selected from among the outstanding, highly qualified executive candidates in Ontario’s diverse range of rate-regulated utilities, non-utility providers, academia and consumer representatives. The current membership includes:
Brian Bentz President & CEO, Alectra
Peter Basso Chief Executive and Co-Founder, Demand Renewables
Teresa Sarkesian President & CEO, Electricity Distributors Association
Michele Harradence SVP & President, Gas Distribution & Storage, Enbridge Gas Inc.
Justin Rangooni Executive Director, Energy Storage Canada
Susannah Robinson CEO, EPCOR Electricity Distribution Ontario
David Lebeter CEO, Hydro One Network Inc.
Rocco Rossi President and CEO, Ontario Chamber of Commerce
Vince Brescia President & CEO, Ontario Energy Association
Derek Lim Soo CEO, Peak Power Inc.
Jeff Parnell| President, Power Workers’ Union
Dr. Monica Gattinger Professor University of Ottawa – Positive Energy

The objectives of the Energy [X] Change are to leverage advice, input and feedback from members on corporate priorities including strategic planning, business planning and budgeting, prioritizing regulatory policy development, identifying emerging trends and other initiatives of interest. In addition, it will support a number of advisory mechanisms available to help inform the OEB’s thinking as it continues on its modernization journey.
