Enhancements to Transmission Reliability Framework

The OEB is implementing important changes to strengthen Ontario’s Transmission Framework for Reliability and Power Quality. These actions follow recommendations from the Reliability and Power Quality Review Transmission Subgroup and are designed to improve service for customers across the province.

Key updates include:

  • New Reporting Requirements: New Reporting and Recordkeeping Requirements are being implemented for transmitters related to reliability and power quality.
  • Transmission System Code Amendments: The OEB will initiate a consultation in the coming months to propose changes that include updates to power quality standards.
  • Updated Standards Document: Transmitters must revise their Transmitter Standards Document to include changes to reliability-related delivery point performance standards and a new section on power quality.


These changes will introduce regional reliability benchmarks and improve transparency for industrial customers. Transmitters will also be expected to engage customers annually to raise awareness of the performance standards.

Next steps include transmitters submitting a revised Transmitter Standards Document by March 1, 2026, and reporting new reliability and power quality data beginning in 2027.
