Electric Vehicle Integration

This initiative is intended to inform actions the OEB may take to ensure the efficient integration of electric vehicles (EVs) with the electricity system.


Delivery rates

As part of the Electric Vehicle Integration (EVI) initiative, the OEB completed an analysis of the impact delivery costs have on EV charging service providers and owners of EV fleets. Alternative delivery rate designs are being explored to determine how they may support EV adoption while adhering to sound ratemaking principles.

Distributed Energy Resources (DER) Connections Review

Issues related to EV connection processes & requirements and system readiness are being reviewed through the DER Connections Review subgroup on EV charging connections.

Ultra-Low Overnight (ULO) Price Plan

This new price plan supports shifting electricity use to overnight when provincewide electricity demand is lower, supporting the integration of EVs.

  • Delivery Rates Report

    The OEB has released a consultant report that examines electricity delivery rates for commercial EV charging and explores alternative rate design options that could support the efficient integration of EVs in Ontario.

    The report focuses on electricity delivery rates applicable to commercial EV fleets (e.g., public transportation, delivery trucks, etc.) and public EV fast charging stations.

    Stakeholders interested in participating and providing feedback on this report are invited to a meeting on May 24, 2023. See the OEB letter below for further details on how to participate. The OEB recognizes that this topic is of interest to many parties, and therefore welcomes feedback from a broad cross-section of industry stakeholders, whether or not they are directly involved with EVs.

  • Report on EV Survey

    As part of its first line of effort, the OEB procured a consultant that completed a survey of local distribution companies and EV charging service providers in late 2022, and produced a “what we heard” report on January 27, 2023.

    The report provides insight from the survey respondents on system readiness, delivery costs, and connections and will inform next steps in relation to EV integration.

  • EV Stakeholders invited to Participate in the DER Connections Review

    As part of the OEB’s Distributed Energy Resources (DER) Connections Review, Tranche 5 of the DER Connections Review will begin in late January 2023 and include ongoing consideration of issues related to EV connections.

    EV stakeholders interested in participating and providing feedback to the OEB for this area of focus are invited to contact the DER Connections Review Team at DER.ConnectionsReview@oeb.ca.

  • OEB moving forward with a survey of Electricity Distributors and EV Charging Station Service Providers

    In late November, the OEB plans to launch a survey of electricity distributors and EV charging station service providers. If you are an EV charging station service provider that has not yet been contacted for inclusion in this survey, please email EVintegration@oeb.ca by November 18th, 2022, so that your contact information can be shared with Guidehouse, the consultant engaged to complete this survey.
