Reporting and Record-keeping Requirements (RRR) Consultation
The OEB is gathering feedback on ways to modernize and streamline the RRR.
In fall 2022, the Ontario Energy Board (OEB) launched a consultation to engage stakeholders on the Reporting and Record-keeping Requirements (RRR) for Ontario's licensed electricity distributors. The RRR sets the minimum reporting and record-keeping requirements with which licensees must comply and is an important repository of financial and non-financial data the OEB needs to fulfil its regulatory mandate. The purpose of this consultation is to gather feedback on opportunities to streamline the data collected through RRR, improve the systems used to collect that data and consider new areas of interest for data collection.
This consultation is aligned with the OEB’s 2023-2026 Business Plan and the Minister's October 2022 Letter of Direction which highlight the importance of modernizing and streamlining processes to right-size the RRR.

The RRR sets the minimum reporting and record-keeping requirements with which licensees must comply and is an important repository of financial and non-financial data the OEB needs to fulfil its regulatory mandate. The purpose of this consultation is to gather feedback on opportunities to streamline the data collected through RRR, improve the systems used to collect that data and consider new areas of interest for data collection.

The OEB has issued a letter to electricity licensees and licensed natural gas marketers which includes a summary of changes to the Reporting and Record-keeping Requirements (RRR) for the 2024 filing and updates to RRR documentation. The letter also highlights new RRR changes expected for the April 2025 filing and beyond for electricity distributors, including interruption sub-cause codes and voluntary feeder-level reliability reporting.
The OEB has issued a notice regarding amendments to the Natural Gas Reporting and Record Keeping Requirements (RRR) Rule for Gas Utilities (Natural Gas RRR Rule). The notice also advises natural gas utilities of an update to the RRR Filing Portal regarding cloud computing costs.
As part of the Reporting and Record-keeping Requirements (RRR) consultation launched in fall 2022 , the OEB is hosting a meeting on January 29, 2024 to engage stakeholders and provide updates on future changes to the RRR. This meeting is an opportunity for the OEB to ensure it is adapting RRRs to meet the needs of an evolving electricity sector.
The OEB has launched an enhanced interactive infographic that provides an at-a-glance overview of how OEB regulatory processes rely on parts of RRR from electricity distributors.
On March 8, 2023, the OEB issued a letter to electricity distributors which included a summary of changes to the Reporting and Record-keeping Requirements (RRR) for the 2023 filing. The letter also highlighted new RRR changes for the April 2024 filing and beyond, including a RRR amendment related to third party net metering.
In response to stakeholder feedback, the OEB has published data files that mimic sections previously found in the Yearbook of Electricity Distributors. These files are in Microsoft Excel format and are intended to supplement the previously published Open Data files by providing users with an alternate means of viewing data submitted to the OEB under the Reporting and Record-keeping Requirements.
In order to ensure there is valuable input from all interested stakeholders, the OEB shared a letter regarding this consultation to an extended audience on November 7, 2022. Accordingly, the OEB revised the deadline dates for request for cost claims and any objections. Refer to the November 7, 2022 letter for details.
