Distribution Customer Connections Review

The OEB is conducting a comprehensive review of electricity distributor processes and requirements for connecting load customers. This review is in response to stakeholder feedback and the Minister of Energy and Mines’ Integrated Energy Plan Directive.

Building on the OEB’s previous initiatives that considered connections specific to electric vehicle charging and housing developments, this review will examine connection processes for all types of load customers across the province. The review will assess the reasonableness and timeliness of distributor procedures to connect customers, and recommend changes to streamline and improve connection processes.

This initiative will not address issues related to the connection of generation facilities to distribution systems, as those are being considered separately under the OEB’s ongoing DER Connections Review consultation, however OEB staff is ensuring coordination and alignment between the two initiatives, where appropriate.

  • OEB Streamlining Electricity Connections Report Submitted to Minister

    The OEB has provided to the Minister of Energy and Mines its report, Streamlining Ontario’s Electricity Connection Network: Enabling Growth and Meeting Customer Expectations.

    This report was informed by a comprehensive review of distribution and transmission customer connection procedures across Ontario’s electricity sector. It responds to the Integrated Energy Plan directive, issued to the OEB on June 12, 2025, as well as the December 19, 2024, Letter of Direction.

    We are appreciative of the Ministry, the sector and all stakeholders for their participation and input throughout the consultation, which helped inform the report’s development. We welcome feedback from the Minister regarding next steps.

  • DCC Working Group Members Updated

    The OEB has published an updated list of members for its newly established DCC Working Group, following the supplemental decision letter issued on August 11, 2025.

  • DCC Working Group Members Announced

    In its July 31, 2025 letter, the OEB announced the members of the newly established DCC Working Group. Coming together are 28 entities representing a diverse cross-section of the energy sector. Participants include consumer advocacy groups, electricity distributors, a gas distributor, non-governmental organizations, and large load customers (including developers). The letter also addresses matters related to cost award eligibility.

  • OEB Launches Distribution Customer Connections Review

    The OEB is launching a comprehensive review of electricity distributor connection processes for load customers in response to stakeholder feedback and the Directive from the Minister of Energy and Mines. This review will build on the OEB's previous initiatives and be supported by a working group to identify improvements in efficiency, transparency and effectiveness. Stakeholders interested in participating in the working group are asked to send a letter to registrar@oeb.ca by July 21, 2025. 

    As the initial step, the OEB will conduct two surveys - one for customers and one for distributors - to gather input and insights.
